Sadly can’t screenshot as it’s refreshed for me now nearly 24 hours later.
Replicate it by playing a show that’s not the first show in your top shelf, check that “Continue watching” has updated, then go back to the Home Screen of the Apple TV.
I’m closing this as this is limited by Apple, basically a black box. tvOS gives a limited number of updates, the app does try to update the top shelf every X amount of time but its not guaranteed.
